서울RISE(라이즈)

라이즈(RISE, Regional Innovation System & Education)는 정부(교육부)가 대학 재정 지원사업 예산 집행권을 중앙정부에서 지자체로 이관해 지역과 대학의 동반 성장을 모색하는 사업
‘서울 RISE’는 서울시의 경제·산업 발전을 전략적으로 지원하고, 대학과 함께 미래 혁신 성장을 실현하는 것을 목표로 함
특히 이번 사업에서는 AI(인공지능) 산업의 성장과 인재 양성을 핵심 전략 중 하나로 설정하여, 서울을 글로벌 AI 허브로 육성하는 데 중점을 두고 있음

2025년, 4개 프로젝트 11개 단위사업 공고 및 선정·지원 (서울RISE 재공고문: 서울RISE센터 참조)
각 대학의 여건과 특성 등을 반영하여 서울시 RISE 프로젝트와 단위과제에 부합하는 자율적 목표 및 계획 수립 추진
기존 교육부 대학지원 6개 사업(28개 대학, 790억원 내외)에 센터 이관 및 사업 수행

Introduction to the Seoul RISE Project

RISE (Regional Innovation System & Education) is a government project that empowers local governments to manage university funding programs, promoting the co-growth of regions and universities.
Seoul RISE Project aims to strategically drive Seoul’s economic and industrial development in collaboration with universities, leading future innovation and growth.
A key focus of the project is the development of the AI industry and AI talent, positioning Seoul as a global hub for artificial intelligence.

Project Duration

Total Project Period: May 2025~February 2030 (5 years)
- Initial 3 years (May 2025~February 2028) + Extension of 2 years (March 2028~February 2030)
Universities ranked within the top 70% based on the interim evaluation in the 3rd year will be granted a 2-year extension.
1st Year Project Period: May 2025~February 2026 (10 months)

Project Details

In 2025, four major projects comprising 11 unit programs will be announced, selected, and supported. Refer to the Seoul RISE Center for the official Seoul RISE Project announcement.
Each university will establish autonomous goals and implementation plans that align with the Seoul RISE Project and unit programs, reflecting their unique conditions and strengths.
Six existing Ministry of Education university support programs (covering 28 universities with a total budget of approximately 79 billion KRW) will be transferred to the Seoul RISE Center and integrated into project operations.
